Another example of coordinated action where the ‘community’ is the provider of housing, the basic tenet of cooperative housing movement, is that of the Non-Governmental Organizations (NGO’s).  These could be viewed as a global parallel to the non-profit housing corporations of Europe. 
 
In the state of Kerala, the NGO’s have played a significant role of an intermediary between the people and the government.  The NGO’s motivated the people into collective action and helped to speed up the process of securing housing by procuring application forms, filling the details, obtaining approvals, obtaining possession certificates, non-encumbrance certificates, ensuring timely receipt of funds from the local government bodies, etc.  The success of the NGO’s is mainly due to the role of the ‘promoter’ played by them.
 
In districts like Ernakulam Real Estate developments got a semblance of order only with the entry of the prominent housing cooperatives and the NGO’s.  Due to the massive changes in the preferences of the common people, the housing cooperatives could not play an active role as they could in earlier times.  Not only that due to the liberalized economic policies of the government, few NGO’s could ever successfully compete in the market with the prominent realtors with better resources.
 
In the near future, Ernakulam district is likely to witness more developments with the entry of the prominent realtors with globalized operations.  Already some of the prominent names have already entered into this hot sector.  The investments into real estate in Ernakulam are already on the higher side.  Such a unique privilege is a distant dream for the other cities in the state.  Investors do not mind investing such higher amounts of money mainly due to the possibility of more returns within a short period of time.
